Jefferson Soleiman Montesqieu Rumajar, SE was born in Tomohon, 20th January 1966. After graduated from High School with Natural Science Program, he studied in Engineering Faculty of Sam Ratulangi University, but not completed because of his activity in political world that was more interesed for him to perform.

After that , he continue his study to STIE El’Fatah and graduated in 2002. Supplied with that knowledge, he then continue his study to Economic Faculty of Open University. With that knowledge as his foothold, he started his career in political world. Vice Chairman of PDI-P in Tomohon and also registered as North Sulawesi Mega Center General Chairman. For him, politic is part of art, it has joy and sadness and also full of consequences.

His experience in political world as member of Golkar Fraction DPRD Minahasa Regency period 1997-1999, as Reformation Fraction Chairman DPRD Minahasa Regency periode 1999-2004, and then by General Election 2004 chosen as member of DPRD of Tomohon period 2004-2009 that later promoted as Chairman of Commision B. Elected as Mayor of Tomohon in Pilkada (regional leader election) held in June 20, 2005 paired with Linneke S. Watoelangkow chosen by the Joint Party. He is active in writing his ideas in the form of analysis in mass media, and became a speaker in several scientific forums. He also was a pemakalah in Saving the Region Autonomy held by CSIS in Jakarta (2001) represent the member of Regencies DPRD in Indonesia.

In the process of establishing Tomohon City, he was known as one of the initiator, where he was entrusted to be the General Chairman of the Tomohon City Preparation Committee until finally Tomohon established as one of the autonomous region in Indonesia.

Since the region autonomy began in indonesia, he wrote his ideas about region autonomy and released a book titled: Otonomi Daerah (Sketsa Gagasan & Pengalaman), 2002. The book: Tomohon Menuju Kota Otonom (2005), became his second work.
