Since former time had been mentioned in several history notes. One of it was on the ethnographic opus written by Reverend N. Graafland who on January 14, 1864 was on board Queen Elizabeth, he wrote about a land named Tomohon that he visited around year 1850.

The development of civilization and dynamics of developmental and social establishment each year, makes Tomohon become one of the District Capital in Minahasa.

Initial decade of 2000's, public in some parts of Minahasa Region bear inspiration and aspiration tendencies of strategic area either internal and also eksternal, to do area maturity. Reformation and implementation of area autonomy policy, increase accommodation process of public aspiration to mature such area.

Within long process in juridical and matured consideration in case of acceleration of nation development for widely people prosperity, therefore the Government of Minahasa Regency with Minahasa Provincial Assembly, recommend public aspiration to form Minahasa Selatan Regency, Tomohon City, and Minahasa Utara Regency; which were supported by the Government of North Sulawesi Province.

Forming of Minahasa Selatan Regency and Tomohon City is being existent by Central Government with releasing regulation Number 10 the year of 2003, and forming of Minahasa Utara Regency through regulation Number 33 the year of 2003.

Forming of Tomohon Legislative Board, resulted from General Election in 2004, results Tomohon City Regulation Number 22 the year of 2005 about Region Symbol and Tomohon City Regulation Number 29 the year of 2005 about The Anniversary of Tomohon City.

Tomohon City was official by Harry Sabarno, as a Secretary Of Interior, in the name of Republik Indonesia President, that was held on August 4th 2003.

Inauguration of Mayor, Jefferson S.M. Rumajar, SE, and Vice Major, Linneke S. Watoelangkow, resulted from Direct Election of Head Region which was held on August 4th 2005, and was official by North Sulawesi Official Governor, Ir. Lucky Korah, M.Si, based on Secretary of Interior Instruction Number 131.51-494 the year of 2005 at July 13th 2005 (Major) nad Number 131.51-495 the year of 2005 at July 13th 2005 (Vice Major).
